60ms input latency vs 60ms network latency, which is worse?

The 60ms input delay has an impact on both standalone and online games. Game operation can not keep up, you can feel a significant lag. If it is more than 100ms it is difficult to even access the Internet mouse operation.

60ms of ping is not a big impact.

The latency encountered while playing a game is a sum total. In general, input latency has more impact than network latency.

The input latency of monitors and TVs is 5-60ms. 5-7 for mainstream gaming monitors and 7-20ms for high-end TVs, as you can see from the various monitor and TV reviews.

The computer game machine itself frame generation delay, generally 5-15ms.

There is also the keyboard and mouse input latency, generally 3-10ms.

Online games have network latency, this depends on the server. 10-100ms or even more is possible.
