Rolling Screen Toshiba 43LF621u19

I have the 43LF621U19 and its screen is rolling real fast. its across the whole screen and after a bit it just goes blank. only way to get it back is to turn off and then back on but starts scrolling again. is this fixable with new tcon board? i read yes and i read no because its across all of the screen.
