Why Samsung and Vizio TV devices cannot play Netflix?

I recently learned that Netflix will stop service on some TV devices such as Roku, Samsung and Vizio in early December. Samsung smart TVs selected to be sold in the United States and Canada in 2010 and 2011 will also not be able to run Netflix, and Samsung cited the same "technical restrictions." As for Vizio, apps sold between 2012 and 2014 include smart TVs with Vizio internet apps.
